Benefits are offered to full-time employees working 30 hours per week or more at John C. Fremont Healthcare District. Employees are eligible for the benefits the first of the month following 30 days and must be accepted or declined upon eligibility. The decision to participate may not be changed until the Annual Open Enrollment in December unless you experience a qualifying event.

Medical Insurance - Employees have a choice of many different health insurance plans from Anthem Blue Cross, including both HMO and PPO options. Your out-of-pocket costs will vary based on the tier you use. Premiums are age-banded and vary based on the plan selected. Our employer contribution covers 98% of monthly premiums for employees and 50% for dependents for our base plan.
Flexible Spending Account (FSA) - Through pre-tax payroll deduction on a pre-tax basis, employees may utilize this plan to set aside money for out-of-pocket healthcare expenses and dependent care provider costs.
Vision Plan - We offer a choice between two VSP vision plans. These plans cover routine eye exams and vision hardware (i.e., frames, lenses, and contact lenses) on either an annual or biennial basis, depending on plan selection.
Dental Insurance - Our Unum dental plan features a network of more than 500 dentists. The plan allows the option of seeing a network dentist or obtaining care through an out of network provider at a discounted cost.
Life Insurance - A basic life insurance policy is provided to all full time and part time employees through Lincoln Financial Group. Additional Life may be elected for employee, spouse and children at an additional cost.

PTO Accrual
The District maintains Paid Time Off (PTO), which combines vacation, holiday and sick benefits into a single PTO bank for benefit eligible employees and is calculated on hours worked.
PTO hours accrue from an employee’s start date into a full or part time benefit eligible position. PTO hours accrue on hours paid including holidays, jury duty, bereavement leave, District approved educational days and PTO hours used.
PTO accrual is based on an employee’s classification (Per Diem, Minimum Part Time, and temporary employees are not eligible to participate in the PTO program.)
PTO is calculated based on hours worked at .0925.
Maximum annual accrual for PTO within years 0-4 of employment, is 300 hours. Years 5-9, 340 hours. Year 10 and up, 380 hours.
In addition, Long-Term Sick (LTS) time accrues in a separate bank for benefit eligible employees.
Maximum annual accrual for LTS is 160 hours.
Sick accrual is for all employees, including Per Diem and Part Time. PD-3 days annually after 90 days of employment, PT 1 day annually after 90 days employment.

Retirement 403(b)/457 Plan
Our retirement plan through Principal Financial allows employees to start contributing to their retirement account immediately upon commencement of employment. After 1 year of full-time service, employees are eligible for up to a 4% employer match.
